Add way to identify SEM Programs

Feature Request

Make a flag or make a way for programs using the Strategic Energy Management (SEM) program design to be distinguished in CEDARS. In other words there should be an easy way to find out or filter for SEM programs.

    Solution: add two new program categories for MAP and SEM, then ask PAs to go in and update the program category for their SEM and MAP programs.

    Possibly add SEM to program category list to capture at the program level.

    Are programs entirely SEM or are there SEM measures within programs that include non-SEM measures?

    This is part of the program module. There is an SEM field in Claims that identifies measures, do we want to add an identifier at the program level?

    One option is to add a Program Category for Market Access. This would be a program-level update (i.e. not a claim specification update).
