Archive the previous filing data on the data tab.

Filings for 2028-2031 have been reopened. Where to put the archived files is still in discussion.

The list of budget filing downloads is getting crowded. I think it would make sense to separate the archived filings into their own list for clarity. See attached design. Let me know any feedback @Amy.reardon@cpuc.ca.gov @Jake Richardson (PG&E)

A naming convention is still needed to distinguish the original archived record-level data from the resubmitted data — “original” and “supplemental” was proposed, to be confirmed.
