Until 2026, UpstreamFlag will be used to distinguish true upstream programs from midstream programs. That is, if the MeasImpactType = Upstream and the UpstreamFlag = False, it is a midstream program. If the MeasImpactType = Upstream and the UpstreamFlag = True, it is a upstream program.
In 2026 MeasImpactType options will be update to include midstream, and the UpstreamFlag will be retired.
