Remove unique end use name validation for unpublished CIP

As a user, I should be able to add multiple Custom Impact Profiles with the same E3 Mea Elec End Use Shape as long as they are unpublished. Only published profiles need to be unique.

Currently, the unique end use name validation is running against published and unpublished profiles.
