Add the ability to edit Impact Profiles until used in budget filings

This logic is not implemented for MVP. This will need to be added later on when they are getting ready to be used for claims and budget filings.

    This is now on cedars-2 for testing the following:

    • Impact Profiles are editable before use: Given an Impact Profile created by myself or users from the same PA and not used in a filing or claim, then an Edit button is visible, and all fields are editable.

    • Other PAs profiles are not editable: Given an Impact Profile created by another PA, then no Edit button is visible.

    • Impact Profiles are locked after use: Given an Impact Profile that has been used in a submitted filing or claim, then the profile is locked apart from the End Year.

    • Given a locked Impact Profile created by myself or users from the same PA, the End Year field remains editable, and all other fields remain locked.

      I tested today using the test user credentials:

      • profile is editable in my PGE user before using in the CPSF budget filing

      • CPSF user cannot edit my PGE impact profile

      • After using in my CPSF budget filing, PGE user can no longer edit profile except for end date.

      • CPSF user still cannot edit my PG&E user’s profile

      Seems to be working as expected.
