Remove 2025 as option in Year Impact Profile 8760 Data Represents field

In the add custom impact profile form, the field “Year Impact Profile 8760 Data Represents” lets users select 2025, but then errors out when they try to proceed to the next page. We should remove 2025 from the list so that users can’t select it if it’s not meant to be an acceptable value at the moment.
