Reject Excel input files that have pipes in the data

in 2025 Q4 three claim records submit via Excel file upload included data that had a pipe in the value. The records passed QC but were not written into the database.

Going forward, we want any records including pipes to be rejected during QC and the QC feedback to communicate to the user that pipes are not allowed.
