Quarterly avoided costs not being generated for custom impact profiles

Feedback from users indicate that the quarterly avoided costs are taking an indefinite amount of time to generate. Users see a message where the quarterly avoided costs chart should appear that says “If these charts seem incomplete, data may still be being prepared. Please refresh this page to see any missing data.” but it is not clear whether the data is processing.

Additional note when investigating this - please also check that the quarterly avoided costs file available through an impact profile’s download button gets filled with the correct data. So far these files have been empty for costs that are stuck in this unclear processing state.
