Put new reports tab up in staging

Add a new tab in CEDARS called Reports to house the current data and IQPD tab content plus the new portfolio metrics dashboard being assembled by Motive Power.

Current scope of work is to create the new tab with an iFrame for the MP PowerBI page for user testing in staging.
