Provide users feedback when Claim table dates are incorrectly formatted

In the Claims module, we occasionally see an error message in Flower when the date fields in Excel Claim tables come through with an incorrect format. The user uploading the claims gets a server error, requiring the development team to investigate. We could improve the claims error handling or file validation to give users a more helpful and actionable error message.
