Program tab: Improve how users filter data
Make it easier for users to find the specific programs they are searching for in the PA program table. Quick search by PA is required. Solution could be a search bar that auto-filters the table contents. Consider sort functionality also.

As part of this, we want to make it easier for users to understand the subset of programs they are viewing. Users see different programs depending on whether they are logged in or not and that generates confusion and should be reconsidered. Our goal is to allow users to easily understand the subset of programs (e.g. only active programs) that they are viewing and how to navigate to a different subset of programs if needed. We want to continue to not include closed programs in program tab downloads.
