Portfolio Metrics Linking to IOU Goal Attainment Charts

As a Community or CPUC user, I want to quickly find the goal attainment charts for each IOU from the Portfolio Metrics dashboard.

Background

This work came from the Portfolio Metrics and Communication about navigation changes work.

Some users are not as familiar with CEDARS. When looking at Portfolio Metrics for annual reporting needs, we would like to guide them to the Goal Attainment Charts rather than duplicating them and creating double the maintenance.

Acceptance Criteria

Users can find the links and successfully click through to the goal attainment charts. Links provided to all IOUs
