During discussion of the new Participant table, a potential limitation was identified by Gary Golden for statewide program reporting.
Unlike IOU-administered programs, statewide programs may serve participants across multiple utility territories. In these cases, the Program ID alone is not sufficient to determine which utility should receive credit for a participant in statewide reporting.
The current Participant table structure does not fully support scenarios where a participant may need to be associated with one or more utility service territories for statewide reporting purposes.
As a result, certain statewide metrics and reporting queries may not be able to accurately attribute participants to the appropriate IOUs.
