Onboard WestLight Energy as a new Program Administrator

WestLight Energy, formerly Peninsula Clean Energy (PCE), needs to be onboarded in CEDARS as a new and separate Portfolio Administrator.

This is not a replacement of the existing Peninsula Clean Energy PA. PCE must remain available for its existing ETA FLEXmarket program and associated reporting, true-ups, and claims.

The immediate requirement is to onboard WestLight Energy so that submissions such as the 2026 Goal Construct Survey can be submitted and accessed under WestLight Energy.

The broader changes required to rename PCE and WestLight will remain in the existing backlog ticket:
