Claims: Measure Name (in English)
As an analyst, I want to be able to identify actual installed measures —IN ENGLISH, not expressed in some ID code. The PAs will need to agree upon names, and wondering if perhaps this is something CEDARS could automate in the downloads, e.g. create a new field populated with the name of the measure for each record?

We can pull these names from eTRM. No claim spec update required

This would be using: Use category, Use sub-category, Tech Group, Tech Type to create the names. Tech Group and Tech Types can be hard to understand - DEER team would be the best group to help clarify these, it would be best to pick this up when they are available to support on this task. See if we can approach this upstream going forward.
