New Dev Request: Tool Tip for Market Effects

We would like a tool tip placed with the “Market Effects” clickbox on the CET Run page. It should say “Budget filing forecasts use 0% market effects and claims actuals use 5% market effects.  Market effects were established at a default 5% in CPUC decision D.12-11-015.  D.19-08-034 further clarified the exclusion of market effects from forecasts.”
