New CET code can only run 2026 avoided cost version

If a run is done with an earlier version of avoided costs, the CET crashes and stops processing any inputs until it is manually reinitialized with the 2026 version. To keep user testing on schedule we limited the avoided cost version option to only 2026 in staging until this issue is resolved.
