Move MeasDetailID to the Measure table

Currently we only use MeasDetailID to link to eTRM for claims; the data are reported in the Claim table. If we want to know MeasDetailID for future deemed measures in budget filings we need to move MeasDetailID to the Measure table.

    @cedars team not possible in 2026 claims spec since CET isn’t updated to have MeasDetailID in the measure table. May be a 2028 claim spec update.

    If we decide to move forward with this change in the CET/budget filings we will need a sister ticket for making the same change in the 2025 claim spec update.
