Monthly Report error "PCE01 isn't active this year" when it is indicated as active in Programs

Hello, I am trying to upload a monthly report and I am getting the following error.
"program"" field: The program ""PCE01"" isn't active in this year." Under the program details tab it is indicated that the program is 'active'. I am not sure what I am missing here.
