Budget filings: Update specification to new claim-style pages
To have the new data specification pages including metadata descriptions for each field in the new easy to view format currently used in claims.

I think the approach should be the assess all of the modules; There are things about the new claims spec UI that is very nice compared to the old format, and should be adopted in the other modules.
