Remove UnitMeaCost1stbaseline and UnitMeaCost2ndBaseline from rebates and incentives fields list in the user guide, claims module section, since these are measure costs https://cedars-2.cpuc.ca.gov/user_guide/. Fields that must be removed are outlined in red in the image below.
