Budget Filing Dashboards – Add Toggle to Exclude ESA Savings from Segment, Sector, and Program Summaries

Add an “Exclude Energy Savings Assistance (ESA)” toggle to the Budget Filing Dashboard tables, similar to the existing ESA toggle in the Claims module.

Timeline / Priority:

• Ideally implemented before 2028–2031 Budget Filings.

• Applicable to 2026 and 2027 filings for verification and consistency.

Problem it solves:
“For 2026 and 2027, the TSB, Net kWh, Net kW, Net Therm, Gross kWh, Gross kW, and Gross Therm values include ESA program data at the segment, sector and program levels which should not be part of this filing.”
