MCAL Budget Filing: Unable to initiate Statewide and PA filings

SW - Steps to recreate:

1. Go to SW budget filing dashboard:

   https://cedars-2.cpuc.ca.gov/filings/statewide-filings-dashboard/

   Pick 2026 from the drop down and click on ‘Initiate Budget Filing for 2026’

2. Check the program definitions and click on Continue button.

3. Click on Initiate statewide budget filing and the following error page pops up:

Similarly for PA Filing,

1. Go to PA budget filing dashboard:

   https://cedars-2.cpuc.ca.gov/filings/dashboard/

2. Pick 2026 from the drop down and click on ‘Initiate Budget Filing for 2026’

3. Enter the Advice letter number.

4. Check the program definitions and click on Continue button.

5. Click on Initiate budget filing and the above error page pops up
