MCAL Budget Filing: FuelID Added to Measure Table

The CET input file data specification now includes a new data field called “FuelID” that the CET will use, beginning in 2026, to identify fuel substitution measures to correctly apply supply costs in the cost effectiveness calculations.

For program year 2025 CET runs, users must include the field in CET input files, or the system will generate an error message; however, the field may be left blank until implementation begins in 2026. The CET will continue to reference the Measure Impact Type field to identify fuel substitution measures pending future updates to a VEA Decision.
