MCAL Budget Filing: FuelID Added to Measure Table

Addition of an FuelID field in the Measure table. Field is placed after MeasImpactType in the table column order. References CEDARS value list: https://cedars.cpuc.ca.gov/cet_ui/spec/fuelid/

The CET input file data specification now includes a new data field called “FuelID” that the CET will use, beginning in 2026, to identify fuel substitution measures to correctly apply supply costs in the cost effectiveness calculations.

For program year 2025 CET runs, users must include the field in CET input files, or the system will generate an error message; however, the field may be left blank until implementation begins in 2026. The CET will continue to reference the Measure Impact Type field to identify fuel substitution measures pending future updates to a VEA Decision.

    To allow for measures and measure packages that don’t have the FuelID populated the requirements for this field will be the following:

    • The FuelID field will be required in the CEI file but can be left empty.

    • For measure packages without a FuelID, the CET will reference MeasImpactType.

    • This approach applies for the 2026/2027 filings.
