PA data reporting deadlines: Improve management and communication

Show system deadlines on home page

The home page shows deadlines that are editable by CPUC staff via a WYSIWYG editor in CEDARS. Deadlines were added to CEDARS to support re-opening submission automation last year so deadlines are now tracked in two places. Improve this by showing the system deadlines on the home page so there is only once source of information on reporting deadlines.

Allow CPUC staff to set and update system data reporting deadlines

CEDARS now knows deadlines so that it can appropriately handle submission reopening requests before and after deadlines. Currently those deadlines are updated by the development team. Improve this by moving maintaining/updating those deadlines to CPUC users who could do that work through a CEDARS interface.

As a CPUC staff member, I want to be able to set and update data reporting deadlines through the CEDARS interface, so that CEDARS can appropriately handle submission reopening requests before and after deadlines without needing the development team’s involvement.

Make Reporting Schedule / Deadlines Public

As a PA, I want to view the reporting schedule without having to log in to the CEDARS site so that all users can view the reporting schedule.

Email PAs reminders for upcoming data reporting deadlines

As a PA, I want to receive email notifications in advance of due dates and alerting me as to when staging will be available to start uploads, so that I can be reminded of key dates and system availability.
