Make Changelog button visible on all pages

I’d like to leverage the changelog to capture changes that affect data and make this visible on all pages. If all pages is not advisable, then it should be available on pages that have data access.

usecase: CEC asked me why there were large discrepancies in the record level data beginning in 2023. The reason is because when the CEDARS dashboards were updated in 2023 to display gross savings in the gross savings fields for C&S, it made things appear as if there were I am including the URL for the spec page where the changelog is located.
