Make BFDR summary data available in the data tab

Currently users can download an Excel budget filing detail report (BFDR) that puts claim, filing, and evaluation summary data side by side at the program and PA level, with and without codes and standards. Some of those summaries are already also available in the data tab. If all BFDR summary data were available in the data tab perhaps the Excel BFDR could be retired.
