Investigate why ProgramCost warning was triggered

I received a warning related to the Program Cost table during the local upload. However, I’m not sure why the warning was triggered, as I believe the submission includes both Measure and Claim records: "Table Warning Program_Cost ProgramCost.PrgID matches with a Measure.PrgID. ProgramCost.PrgID do not have matching measures. You will need to upload the matching measures before your claims can be submitted. PGE_Res_007 PGE_RES_004b PGE21012".

Please note that my test file is too large to upload here. It is local upload #769 in cedars-2.
