Investigate why ProgramCost warning was triggered

I received a warning related to the Program Cost table during the local upload. However, I’m not sure why the warning was triggered, as I believe the submission includes both Measure and Claim records: "Table Warning Program_Cost ProgramCost.PrgID matches with a Measure.PrgID. ProgramCost.PrgID do not have matching measures. You will need to upload the matching measures before your claims can be submitted. PGE_Res_007 PGE_RES_004b PGE21012".
Please note that my test file is too large to upload here. It is local upload #769 in cedars-2.

We investigated the warning reported for upload 769.
Although the upload included Measure records for PGE_Res_007, PGE_RES_004b, and PGE21012, those records did not pass validation and were therefore not accepted into the submission. As a result, CEDARS correctly reported that there were no valid Measure records matching the corresponding Program Cost entries.
The validation issues were:
PGE_RES_004b and PGE_Res_007: Measure records were rejected because the Measure.Sector field was blank.
PGE21012: Measure records were rejected because the Measure.WaterUse field was blank while water savings values were provided.
We reviewed the latest upload (834_PGE2026Q2_PA_test2.1) and confirmed that these validation issues have been resolved. The Measure and Program Cost records now align correctly, and this warning no longer occurs.
Based on this, it appears the issue has been resolved through the updated submission. Please let us know if you have any further questions; otherwise, we propose closing this ticket @Roopa Reddy
