Investigate if Claims Program Input is doubling values

The Active Dashboard - Program Input report seems to be doubling some values that are being submitted.  See Staging submission (278) "2024_23_Q1_Q2_Custom_as_Q2.xlsx"

• Looking at the submitted Claim table, the sum value of TotalFirstYearGrosskWh is 1,011,543.72.

• However, the Program Input report shows the First Year Gross kWh to be 2,023,087.43, twice the amount.

If I remember correctly, we saw this doubling of values when we upgraded CEDARS for 2023.  I believe you found some duplicate records that were causing the problem.
