Investigate 30 year EUL and TSB changes for 2026 ACC

As EUL gets longer, the difference between TSB produced by 2024 and 2026 goes down, except for EUL longer than 25 years it goes back up

“SoCalGas has uploaded feedback to the form. We have found issues with the Gas Fuel sub loadshapes (WinterOnly/SummerOnly) not producing TSB, as well as electric measures not producing TSB when selecting "system" building location.”

“Additionally, it seems like something changed with the TSB extrapolation beyond 20 years from the 2024 ACC as there is a larger increase in TSB for measures with 30 year EUL compared to 25 years.

I am not sure what the cause of the increase in TSB is for the measures which have EUL equal to or longer than 30 years. It seems like the extrapolation was done differently compared to the old ACC version. I am happy to hop on a call to discuss ideas, if that would be helpful.
