Invalid Claim.NMEC_TU_Flag Validation Rule
Test case #3 Addition of new field Claim. NMEC_TU_FLag.
The validation rule Claim.NMEC_TU_Flag equals true when Measure.MeasImpactType contains 'NMEC' currently expects all claims with Measure.MeasImpactType containing ‘NMEC’ to be true-up claims. However, this assumption is not entirely accurate. As we know, NMEC claims can either be savings estimates or true-up claims. Therefore, I believe it would be more appropriate if users were only required to flag true-up claims. Subsequently, I recommend that the rule be removed.

On the other hand, the validation rule stating “Claim.ParentClaimID is required when Claim.NMEC_TU_Flag equals true” is indeed accurate and should remain unchanged.

I ran a batch with few scenarios including both NMEC and non-NMEC records with NMEC_TU_Flag values (null, 0, or 1) and the QC feedback was as expected. Test upload:

The rule that 'Claim.NMEC_TU_Flag is not empty when Measure.MeasImpactType contains "NMEC" does not appear to be implemented yet.
My upload https://cedars-3.cpuc.ca.gov/claims/upload-summary/513/ including seven NMEC records that are not true ups but have NMEC_TU_Flag set to 0, failed with the error: 'Claim.NMEC_TU_Flag is False. Claim.NMEC_TU_Flag does not equal True.' Please look into this. Thank you.

Feedback from today’s dev demo is that the validation rule:
Claim.NMEC_TU_Flag is true when Measure.MeasImpactType contains ‘NMEC’Should instead be:
Claim.NMEC_TU_Flag is not empty when Measure.MeasImpactType contains ‘NMEC’Even though CEDARS defaults empty values to false, we want to ensure that PAs actively decide on this flag for NMEC. If it's left blank, the claim should fail validation. This ensures they explicitly state whether NMEC_TU_Flag is true or false when applicable.

I would like to amend my comments for this ticket. It appears that the CEDARS rule misinterpreted requirement #2 of the ticket New field added Claim.NMEC_TU-Flag.
I believe the rule is intended to be Claim.NMEC_TU_Flag not null when Measure.MeasImpactType contains 'NMEC’. User is required to enter a 0 or 1 for all NMEC claims and not leave it a blank. Thank you.
