Invalid Claim.NMEC_TU_Flag Validation Rule

Test case #3 Addition of new field Claim. NMEC_TU_FLag.

The validation rule Claim.NMEC_TU_Flag equals true when Measure.MeasImpactType contains 'NMEC' currently expects all claims with Measure.MeasImpactType containing ‘NMEC’ to be true-up claims. However, this assumption is not entirely accurate. As we know, NMEC claims can either be savings estimates or true-up claims. Therefore, I believe it would be more appropriate if users were only required to flag true-up claims. Subsequently, I recommend that the rule be removed.

On the other hand, the validation rule stating “Claim.ParentClaimID is required when Claim.NMEC_TU_Flag equals true” is indeed accurate and should remain unchanged.
