Inputs file in CET Outputs Zip - add fields and order

the CET inputs file that are in the outputs zip are missing 4 fields

1. RateScheduleElec

2. RateScheduleGas

3. MeasInflation

4. FuelID

It would also be nice if we could get the inputs file in the outputs to have the fields in the same order as the inputs we put in (so that reordering isn't necessary to pull them from there).
