Include threshold criteria to CIP user guide

Feedback from Jake (PGE):

My doesn't add to 1 test still passed - but I see the threshold was set at .01%. When I adjusted it to be above this criteria it errored properly. I did some math and I think this .01% threshold is probably OK (no change needed) but would suggest adding it to the user guide.
