Improve error message for Custom Impact Profile uploads with 8760 rows but only 8759 rows of timestamp

Dan P. (DNV) noted that they received an unclear message when trying to upload a a profile that had an 8760 rows of impact, but only 8759 rows of timestamp.

Error message was "An error occurred processing your file. invalid literal for int() with base 10:"
