Zero out TSB when Exclude_From_CE=True

In the CEDARS data tab record level download, when Exclude_From_CE=True the values are zero for ElecBen, GasBen, OtherBen, TRCCost, PACCost, and RIMCost. However, the TSB has a value. Should the TSB also be zeroed out when Exclude_From_CE=True to eliminate confusion? This might affect the Annual Report dashboard if this is the data source.
