Zero out TSB when Exclude_From_CE=True

Feature Request

In the CEDARS data tab record level download, when Exclude_From_CE=True the values are zero for ElecBen, GasBen, OtherBen, TRCCost, PACCost, and RIMCost. However, the TSB has a value. Should the TSB also be zeroed out when Exclude_From_CE=True to eliminate confusion? This might affect the Annual Report dashboard if this is the data source.

    As per discussions and follow-up emails from the PCG Coordinator Update meeting, we have postponed the development of this ticket to prioritize work related to PacifiCorp.

    Thanks for bringing this up Sapan. When TSB was added we were told that it wasn’t supposed to be controlled by the exclude from CE flag. If TSB should be excluded when the exclude from CE flag is true we can update the summaries.
