eTRM-DEER-Cedars-CET are out of alignment on E3GasSavProfile options

While adding the new E3GasSavProfile options for fuel substitution we noted that the eTRM and DEER are using the SummerOnly and WinterOnly without spaces and Cedars and the CET are using Summer Only and Winter Only with spaces for the list options. They should be aligned. Cedars considers the E3GasSavProfile value list to be owned by the CET.
