Program End Year Selection Not Available

I’m attempting to close program SDGE4011. Steps to reproduce include:

1. Navigate to SDGE4011 and click “Edit This Program”

2. Change “Program status” to “Closed”.

3. Click “End year” dropdown.

4. No Year is available to select; only “- - - - - - - -”

I would like to close SDGE4011 with an End year of “2023”.
