Program End Year Selection Not Available
I’m attempting to close program SDGE4011. Steps to reproduce include:
Navigate to SDGE4011 and click “Edit This Program”
Change “Program status” to “Closed”.
Click “End year” dropdown.
No Year is available to select; only “- - - - - - - -”
See attached screen captures.
I would like to close SDGE4011 with an End year of “2023”.
- Select the module in CEDARS
- Select user type

Proposed options TBC CPUC
End years from 2016.
Future years to include submitted budget filing years as a max or limit to current year. (2016-2027)

It makes sense that 2024 should also be an option for end year for programs.
To future proof we could automate adding new years to the end year option when they begin. That is, on Jan 1, 2025 CEDARS could automatically add 2025 to the list of end year options.
Question: How many years should be available for end year selection at any point? Is having the current year and the prior year enough? (i.e. the options currently would be 2023 and 2024) If yes, we will want to retire the year minus two option when we add the new year on each Jan 1. So on Jan 1, 2025 we’d add 2025 and remove 2023.

We currently have active programs with a Start Year of 2016. I believe most of them will be closed in the next year. It seems most PA’s are updating legacy programs that were hanging around forever due to the new ‘Status’ field, so shouldn’t have too many edge cases like my 2016 programs.

@ggreen Program SDGE4011 does not have any end years available because it is in the SDG&E 2027 budget filing and programs are not allowed to be closed in a year earlier than the budget filings where it was included. Additional discussion may be warranted before any changes are made to CEDARS to consider how we want the end year rules to interact with budget filing years now that budget filings go out farther into the future.

I agree more conversation is needed. When forecasting, it could be originally an intended estimate that a program extends several years into the future. However, due to marketing trends and other scenarios, the intention does not always match the actual and the true EndYear should be captured in alignment with the actual situation.

Current Rules:
A program is allowed be closed in a year if that year is Greater than - the program start year - the latest year it was included in a budget filing Less than - the current claim year plus 2 (today = 2026)
Proposed New Rules:
A program is allowed be closed in a year if that year is Greater than - the program start year Less than - the current claim year plus 2 (today = 2026)

Just realized this is still pending… so the soonest I could close SDGE4011 is 2026 under the proposed new rules? This program started in 2019.

Hey Greg, sorry my notes could be clearer, I had to read them a couple of times myself.
With the proposed new rule, you can select from dates 2020 - 2026 for a program starting in 2019.
When will you need this implemented for your reporting requirements? I'll bring this ticket back in for discussion in our next backlog meeting.

That sounds great, thank you. We have no reporting urgency other than to wrap up housekeeping for all our program status/end years.
Just wanted to see this last item though to the finish line before I forgot completely.
