Determine if the impact profile library basis years and day shifting are correct

I think that the basis years are incorrect for the impact profiles in the Custom Impact Profiles library, so day-shifting may also be suspect.

• Which impact profile have wrong basis years?

• How did the issue arise? (so we can try to keep it from happening again)

• What steps are required to remedy the issue?
