DEER legacy and some CIP individual download serving 404

Jake (PGE) noticed DEER legacy and own Custom Impact Profile individual downloads were serving 404 pages.

I am having this same issue for DEER legacy and Jake’s profiles, however, my own uploads are working as expected. Though, Jake noted during the dev demo that this could potentially be explained by the new 8760 uploads removing the day of year field.
