Data - Record-level: Archived data list improvements

We’ve heard feedback that the record-level downloads page is confusing, especially when older archived filings are mixed with active ones. To address this, we’re adding a design backlog item to:

• Create a separate list for archived data

• Streamline the downloads page layout for clarity

Mockups will be shared for feedback before implementation.
