CMPA for SEM: Must change the workflow for when the system issues Application_IDs for SEM Projects

The SEM team wants to change the logic surrounding when SEM projects receive the Application_ID. Currently, when projects are released (wither because review was waived, or because review was completed for selected projects) they receive the ID, but we want to have the system provide an ID up-front. Sometimes SEM projects get stuck in a review cycle that prohibits CEDARS from accepting them without an App_ID. So, we need App IDs, and we no longer need the requirement where projects selected for review must wait until afterwards to have an ID assigned. I hope this makes sense; if not, please reach out, as we probably need this for 2025.

    Hi @Amy.reardon@cpuc.ca.gov & @Roopa Reddy ,

    I’m having trouble remembering why we kept this ticket open. I set a deadline of Sep 30, so I assume we were waiting to see how Claims Q1/Q2 goes before closing it.

    I’d like to confirm that

    1. The changes were implemented in Otter and are sufficient
    2. We are okay with the validations in Cedars that flag if the CMPA fields are empty or not in the value list (This does not block the claim from being submitted).

    Claim.CMPA_ApplicationID is empty or is in the ApplicationID valuelist. [WARNING ONLY]

    Claim.CMPA_MeasureCode is empty or is in the MeasureCode valuelist. [WARNING ONLY]

      Hi Sonja,

      For item #1, I don’t have access to Otter, so I’m unable to confirm this at the moment. I will follow up with Sung, our SEM SME, to verify and provide an update.

      For item #2, PG&E did not encounter any issues with the CMPA application code for the Q1–Q2 claims. Based on that, SEM is also in good shape.

      From what I recall, the current validations are sufficient, unless we hear otherwise from CPUC staff. We will continue addressing any warnings as we work to stabilize our processes.

    @cedars team @Amyreardon The OTTER development involves updates to CPR IDs. Since CPR IDs are not reported to CEDARS, this change appears to be independent of the 2026 claim specification. Please confirm with SEM staff/evaluator.

    Reps from ED staff, CPR team, PG&E, and the dev team met today to discuss this topic and agreed in the meeting:

    • The CEDARS check to validate claims against waived and approved Otter ApplicationIDs will continue for 2026 as a warning and not an error.

    • We will update Otter to add “-MR” to the end of the CPR IDs for SEM projects with zero savings to indicate that those projects are “mandatory review”.

      For context, I’ve added the following background information on the CEDARS CMPA value lists refresh and the Custom Measure and Project Archive (CMPA)/Otter system.

      CEDARS automatically refreshes the CMPA value lists—CMPA_ApplicationID and CMPA_MeasureCode—on a daily basis. These value lists are populated based on project status in the CMPA/Otter system and include only projects that have been approved or waived.

      For CMPA submissions, program administrators are responsible for submitting SEM projects to CMPA for CPUC review. The CPUC determines whether a project is approved, waived, or requires additional review. In some cases, projects requiring further review may not have associated energy savings.

      The CPUC plans to issue a memo in March 2026 to clarify the review process for SEM projects with no energy savings. The purpose of the Custom Project Review (CPR) is to validate the accuracy of reported energy savings and incentives; therefore, even projects initially submitted with zero savings require formal review. For these projects, “-MR” suffix will be added to the CPR IDs, as part of the enhancement effort, indicating that they must be resubmitted with supporting documentation for comprehensive review. Following this review, the CPUC may approve, waive, or reject the project.

      CEDARS’ daily refresh will continue to include only approved or waived projects in the CMPA value lists.

      The development work associated with this ticket applies solely to the CMPA/Otter system in support of CPR process and does not impact CEDARS reporting or the CMPA value‑lists refresh process.

    We discussed this in the dev demo today.

    The SEM team wants to change when CMPA_ApplicationID are assigned. Currently they are issued after review (or waiver), but the request is to assign them up front so SEM projects do not get blocked from being claimed in CEDARS by waiting for an ID.

    As long as CEDARS is not enforcing the Application_ID for CMPA, we are fine for now. But if or when that changes, we will need to align the timing with the Otter review team.

    We can discuss this further at the upcoming PCG.

    Current rules in CEDARS:

    • Claim.CMPA_ApplicationID is required when Claim.ClaimID does not end with one of ('Audit', 'Placeholder') and Claim.ClaimType equals 'Custom' and Measure.MeasImpactType does not start with 'Cust-NMEC-Pop' and Program.ProgramCategory does not equal 'Energy Savings Assistance' and Program.ProgramSegment is populated and Program.ProgramSegment does not equal 'Codes and Standards'.

    • Claim.CMPA_ApplicationID is empty or is in the ApplicationID valuelist. [WARNING ONLY]
