Claims SW Program ID validation incorrectly enforces case sensitivity

CEDARS is currently enforcing case sensitivity on ProgramID values during SW Claims validation. This was not intentional and is causing errors in testing.

Issue Example:
Greg reported the following ProgramID values are throwing errors due to casing:

• SW_HVAC_Up_COM → should be SW_HVAC_Up_Com

• SW_HVAC_Up_RES → should be SW_HVAC_Up_Res

Expected Behavior:
ProgramID matching should be case-insensitive to align with previous behavior and avoid unnecessary validation failures.

Priority: High (blocking successful test uploads)
