Claims SW Program ID validation incorrectly enforces case sensitivity

CEDARS is currently enforcing case sensitivity on ProgramID values during SW Claims validation. This was not intentional and is causing errors in testing.

Issue Example:
Greg reported the following ProgramID values are throwing errors due to casing:

  • SW_HVAC_Up_COM → should be SW_HVAC_Up_Com

  • SW_HVAC_Up_RES → should be SW_HVAC_Up_Res


Expected Behavior:
ProgramID matching should be case-insensitive to align with previous behavior and avoid unnecessary validation failures.

Priority: High (blocking successful test uploads)

    I have tested this with Statewide and Local uploads and this is now working correctly.

    Update:

    • We've confirmed that this issue does not exist in production.

    • The case sensitivity was introduced during the program cost separation work.

    • The validation logic has been updated to treat ProgramID as case-insensitive, and the fix has been deployed to the testing environment.

    • We’ve held off testing on cedars-3 to avoid disrupting any work the PAs have done there.

      SDGE has already modified their internal system to enforce case sensitivity. We are fine If the CEDARS Team would like to enforce this rule at a later time, thanks!
