Move all relevant HTR fields together in Claim Spec and update descriptions. Listed in order:
HTR_Flag
As is: Hard to Reach. Flag to identify the measure was installed in a hard to reach location.
To be: Indicates the claims is being reported as Hard to Reach. The claim must satisfy one of the valid Hard to Reach qualification pathways. Hard to Reach participant counts are included in the Participant table.
CA_Flag
As is: Flag to identify Cultural Accessibility - HTR (Hard to reach).
To. be: Flag to identify Cultural Accessibility. It identifies California Native American Tribes as hard to reach. Tribal customers qualify independently under Commission policy and do not need to meet additional Hard-to-Reach (HTR) criteria.
Lang_Flag
As is: Language. Meets language barrier for hard to reach.
To be: Flag to identify customers where the primary language spoken is other than English. Contributes to Hard-to-Reach (HTR) eligibility.
OMBCSA_Flag
As is: United States Office of Management and Budget. Flag to identify measures installed in a zip code outside of defined US Office of Management & Budget statistical areas for hard to reach.
To be: Flag to identify measures installed at customer premises located outside the United States Office of Management and Budget (OMB) Combined Statistical Areas of the San Francisco Bay Area, Greater Los Angeles Area, and Greater Sacramento Area, and outside the OMB metropolitan statistical area of San Diego County. This indicates a geographic Hard-to-Reach (HTR) condition. Contributes to HTR eligibility.
CalEPA_Flag Renamed to DAC_Flag
As is: California Environmental Protection Agency. Flag to identify measures installed in a zip code that is in a disadvantaged community as identified by CalEPA.
To be: Flag to identify participation in an area designated as a disadvantaged community by the California Environmental Protection Agency (census tract). This indicates a geographic Hard-to-Reach (HTR) condition. Contributes to Hard-to-Reach (HTR) eligibility. Disadvantaged community participant counts are included in the Participant table.
NRSize_Flag
As is: Flag to identify projects at businesses with less than ten employees or less than 20 kW.
To be: Flag to identify projects at businesses with 25 or fewer employees, or annual electric demand is less than 20 kW, or annual gas usage is less than 10,000 therms. Contributes to Hard-to-Reach (HTR) eligibility.
NRLease_Flag
As is: Flag to identify measures that are installed at locations that are leased or rented.
To be: Flag to identify measures that are installed at locations that are leased or rented. Contributes to Hard-to-Reach (HTR) eligibility.
ResLI_Flag
As is: Residential Low Income. Meets income definition for low income rate - CARE or FERA.
To be: Flag to identify the residential customer meets the low-income definition through CARE or FERA eligibility. Contributes to Hard-to-Reach (HTR) eligibility.
ResMFMH_Flag
As is: Residential Multi-Family or Manufactured Home. Flag to identify multi-family homes and manufactured homes.
To be: Flag to identify residential multi-family homes and mobile/manufactured homes where tenants rent or lease the dwelling. Contributes to Hard-to-Reach (HTR) eligibility.
LG_Flag
As is: Flag to identify Local Government customer - HTR (Hard to reach).

@cedars team The HTR CEDARS.docx file contains a minor error related to the Res_MFMH_Flag field - it should be ResMFMH_Flag. I’ve included the correct field name in the requirements provided below.
Additionally, the Claim.LG_Flag criteria applies only when the geography criteria is met. As a result, it is valid under Option B criteria but has been removed from Option C criteria.

For these validations, how are we going to handle the common area building type (MFMCMN) It falls into the Residential Sector for all the metrics but really the “owner/participant” of that common area would be the Management Company where the HTR flags would need to follow the Non-Res where they could be a small management company.

@cedars team @Amy Reardon Confirming for PG&E that residential criteria apply to common area claims in Residential sector, as they are typically associated with residential rate codes and are classified within the residential revenue class.
