CIP 8760 graph x-axis label

Feedback was received asking us to change the x-axis of the CIP graph to 1-24 instead of 0-23. It seemed that calling 1am "2" and 2am "3" would confuse users. The confusion made stem from calling the axis "hour_of_day" - the first hour of a day is midnight to 1am. Would changing the axis to "time_of_day" resolve the confusion? Maybe not...
