CET "System" Climate

Please advise on documentation/guidance documenting how System climate zone was created/stablished/

  1. Where can we find the latest definition or implementation for quarterly impacts values for ACC combos where climate zone is System (as opposed to a specific climate zone)?

  2. Is there any guidance document for supplying or updating the weights used in this calculation?

  3. Is there any policy document that addresses when to submit EE claims with climate zone System instead of a specific climate zone?

    Thank you for your patience.

    The avoided cost proceeding that provides the avoided cost data for the CET only generates avoided costs for specific climate zones; we generate the system climate zone data as part of the work to bring the avoided cost data into the CET.

    To generate data for the system climate zone, we look at the avoided cost data (T&D and Gen) for all of the specific climate zones for each combination of PA + Target Sector + End Use. We first determine the average T&D and average Gen for each of the climate zones across the 30 year quarterly forecast. We then determine which of those climate zones has the lowest sum of the average(T&D) + average(Gen). We then add the System climate zone to the data set with the same quarterly avoided costs as the climate zone that had the lowest sum of the average T&D and average Gen.

    Generally speaking the system climate zone is intended to be used when a climate zone is not known. Most often it is utilized for forecast data submit for application and budget filings when the exact climate zone isn’t yet known.

    Any time the actual climate zone is known, it is to be used in data reporting. I am not aware of any policy or guidance documents regarding generating the system climate zone; we will ask in the dev demo meeting this afternoon if anyone else is aware of any relevant policy or guidance documents.
