Re-order Claim Spec fields to match CET ordering

The quarterly csv files for SDGE and SCG were reordered to match the published Claims_2026_Inputs.csv document. SDGE and SCG 2026 quarterly csv files successfully uploaded to CEDARS-2. The CET returns an error when using the Measure.csv and ProgramCost.csv files from the quarterly upload. “Measure.csv: The columns are in the wrong order ProgramCost.csv: The columns are in the wrong order” This worked before the 2026 spec changes.

    Could you please verify that Claim Specification for the ProgramCost and Measure tables are now ordered correctly to reflect the CET module expectations?

      I have verified the ProgramCost and Measure 2026 Claim Spec column order on cedars-2 matches the CET input file column order.

    I've reviewed and compared your CET upload ID 11891 and Claim upload ID 92 against the example files in both the Claim Specification and CET Specification. I found that the ordering in SCG's file differs from the example files.

    A few observations:

    1. I successfully uploaded the CET example file on cedars-2 using the same column ordering as the Claims example files, which suggests there hasn't been a regression.

    2. The Claims module does not require a specific column order, whereas the CET module does.

    3. The tables shown in the Claim Specification are intended to document the claim data structure and are not specific to the CET module. Your upload appears to follow the order shown in the Claim Specification pages not example file.


    Could you clarify if there is something else not working? Based on my testing, the current logic appears to be behaving as expected.

    I can also raise a proposal with the wider group to align the Claim Spec pages with the example files and ordering expected by the CET module.

      Thank you for investigating and the clarification. The Claims module does not enforce column order but the CET module does. For the 2026 Spec update we followed the order from the Claim Data Rules on the Specification page. The 2026 Claim output will be updated to the to CET order in our system that creates the CEDARS files. I agree for consistency the Claim Spec pages, example files, and ordering required by the CET module should be the same.

      I was in CEDARS-2 Job ID 118981. I used the Measure.csv and ProgramCost.csv files from CEDARS-2 SW upload ID 92.
