CET - Increase character limit for E3MeaElecEndUseShape

While developing the load shapes tool, the development has identified that the CET character limit for the E3MeaElecEndUseShape needs to be increased due to the concatenated strings from load shape derived impact profiles exceeding it.

    Cal TF Staff generated the concatenated string from the PY26 permutation data and the maximum was 161 characters. There could be longer ones with PY28 and future years. CEDARS should select a larger limit
