Budget Filing - Update example input file

Amy requested in a Dev Demo that the Budget Filing example file should be updated to provide a more useful reference for Program Administrators.

Requested updates:

• Use PGE not CPSF as the Program Administrator in the example file

• Populate the FuelID field with example values

File details:

• File name: budget_filing_example_input.zip

Acceptance criteria:

• File can be uploaded successfully with no validation errors

• FuelID values are clearly visible in the Measure table

• Example reflects PGE as Program Administrator
