Budget Filing: Dashboard showing previous filing results upon initiating MCAL

Upon initiating the MCAL filing, I expected the dashboard to show no results. However, it is displaying previous filing results.

Steps to reproduce the issue: In cedars-3/testing, select the year in the budget filing dashboard. Initiate the filing.

This takes you to the dashboard screen shown below. The dashboard should display no results. While PY2026 is shown as an example, the dashboards must be cleared for both PY2026 and PY2027 budget filings.
