Benefits Calculated differently for SCG and SCE

In running our CET, we noticed that for the same project, the benefits are calculated differently whether they are under a PA SCG or PA SCE. CET Run 110139 shows two line items that are exactly the same except program name and PA and IOU Territory. But, the TSB amounts are the same for the same kWh and Therms savings.
